Prefacing questions with "Question"

Question: Why do some people feel the need, in written communication, to preface an obvious question, with "Question"?

So there is a new guy at work, who likes to warn everone before he makes a question.

It reminds me of Dwight Schrute from The Office, except that this guy goes a step beyond and does it when asking questions in written form.

I didn't know I would find that so annoying until he started reviewing pull requests.

Or in the chat window of some random meeting

Question: When do we want to have the lunch break?¹

I could understand why someone would preface a question in oral communication, it helps to draw the attention of the listeners, it makes them pay attention to what you are about to ask, specially if you are asking a question to a group of people. But in written communication? Why state the obvious?
